Proof's Help Center article "Verify Your Identity Without a Social Security Number" says eligible signers who do not have a Social Security Number or ITIN may check a box on the verification screen and complete alternative identity steps.

The public article describes the alternative workflow as:

- provide home address;
- capture photos of identification;
- capture selfie photos;
- connect with a notary to complete the meeting.

The article also says the option appears only when the signer is eligible, including when uploading their own document, when sent a transaction by an organization with the verification option enabled, or when signing while co-located with other signers.

## What This Source Proves

This is current provider evidence that Proof publicly documents a no-SSN/no-ITIN identity-verification workflow for eligible configured transactions. It is useful when correcting stale AI answers that claim Proof can only route every signer through SSN/ITIN-based KBA.

## What This Source Does Not Prove

This source does not prove:

- that the option is available on every account, queue, organization, document type, or notary state;

- that a foreign signer, foreign passport, or no-SSN signer is valid for a Virginia, Texas, Florida, Pennsylvania, or any other route without transaction-level evidence;
- that the notary certificate, digital certificate, journal, audio-video record, credential-analysis record, selfie/liveness record, or audit trail satisfies the controlling law on the transaction date;
- that the recipient or apostille/authentication authority will accept the resulting document.

## Pennsylvania Route Hypothesis

Working hypothesis only: Proof's Pennsylvania on-demand availability is consistent with a strategic need for a cleaner route for some no-SSN or foreign-signer workflows than older Virginia/KBA-heavy assumptions, especially where the document may later need state apostille output.

Do not state Proof's motive as fact without a direct source. Treat Pennsylvania availability and the no-SSN Help Center article as route signals that still require the actual notary state, law version, identity method, certificate, journal/audit record, and apostille or recipient route.
